As the U.S. digital asset regulatory landscape evolves, firms should translate policy signals into strategy across product, capital, and operating model design. California’s Digital Financial Assets Law (DFAL), which will require many firms serving California residents to be licensed or to have submitted a complete application as of July 1, 2026, offers a near-term signal of how regulators may approach licensing, custody, governance, and consumer protection within an emerging supervisory framework. At the same time, the GENIUS Act has established a federal framework for payment stablecoins, reinforcing their growing importance across both digital and traditional ecosystems. Lessons from NYDFS's 2022 Stablecoin Guidance were instrumental in shaping the legislative conversations around GENIUS. How will DFAL's implementation shape the CLARITY conversations?
In October, BRG and the California Blockchain Advocacy Coalition will host a private, invitation-only roundtable in San Francisco for senior leaders from financial institutions, fintechs, and digital asset firms to discuss how these developments should shape mid- and long-term business strategy. The conversation will focus on product roadmap, capital and liquidity planning, operating model choices, and partnership strategy as firms pursue federal charter pathways while continuing to navigate state-level regimes such as DFAL. The session will be co-hosted by Michael Hollerich, Managing Director at BRG, and Joe Ciccolo, Executive Director of the California Blockchain Advocacy Coalition, bringing complementary industry, regulatory, and policy perspectives to the discussion. The roundtable is designed to foster peer-level dialogue among a small group of senior executives and will be conducted under Chatham House-style rules to encourage open and candid exchange.
